Shettima Urges Leaders to Build Enduring Institutions Beyond Their Tenure

Vice President Kashim Shettima has called on Nigerian leaders to prioritize the establishment of institutions and policies that will benefit citizens long after they leave office. His remarks were made during the presentation of a book celebrating the legacy of Brigadier Musa Usman, the first military governor of the former North-Eastern State, in Abuja on September 14, 2026.

Represented by his Special Adviser on Special Duties, Aliyu Modibbo, Shettima emphasized that effective leadership is demonstrated by the institutions created and the lives improved during a leader’s tenure. “We must build beyond the next elections and think beyond political boundaries,” he stressed.

The Vice President highlighted the importance of remembering public servants who viewed their roles as a duty to build and serve. He praised the authors, Mahmud Jega and Theophilus Aba, for chronicling Musa Usman's contributions, which are still evident across the North-East.

Musa Usman's legacy is particularly visible in Maiduguri, where the Musa Usman Secretariat stands as a testament to his administration. Shettima pointed out that the former North-Eastern State, established in 1967, encompasses six current states, each with diverse ethnic and cultural identities that require inclusive institutions.

Shettima urged current leaders to harness the spirit of purposefulness in addressing contemporary challenges, including reconstruction, education, and security. Former National Security Adviser Babagana Monguno echoed Shettima’s sentiments, noting that Usman’s contributions remain relevant today.

Monguno recounted how Usman, who assumed office at just 27, transformed a region lacking in infrastructure into a hub of national development during his eight-year tenure. He cited significant projects initiated under Usman, such as the Ashaka Cement Company and the establishment of the Chad Basin Development Authority, which aimed to bolster agricultural sustainability.

Monguno cautioned that subsequent administrations have failed to maintain such initiatives, leading to vulnerabilities in the region. He underscored the need for current leaders to revisit and build upon Usman's foundational work.

Former Secretary to the Government of the Federation, Babagana Kingibe, praised Usman’s collaborative leadership style, which combined vision and humility. He noted Usman’s ability to engage with colleagues, valuing their input in decision-making processes.

Kingibe also highlighted the significant role of Usman’s wife, Hadja Jummai Usman, who exemplified integrity and dedication during her husband's governorship. He urged Nigerians to reflect on the lessons from Usman’s leadership as they consider the nation’s development trajectory.

The event served as a reminder of the vital role that enduring institutions play in sustainable governance and national progress.
