Senate Approves Renaming of NAICOM to Insurance Regulatory Commission

In a significant legislative move, the Nigerian Senate has passed a bill to rename the National Insurance Commission (NAICOM) to the Insurance Regulatory Commission (IRC). The decision, taken on July 21, 2026, aims to eliminate confusion surrounding the commission’s role within the evolving landscape of the Nigerian insurance industry.

The new legislation, officially titled the Insurance Regulatory Commission, IRS (Establishment) Act, was spearheaded by Senator Mukhail Adetokunbo Abiru, Chairman of the Senate Committee on Banking, Insurance and Other Financial Institutions. Abiru emphasized that the original NAICOM nomenclature had become outdated and no longer reflected the realities of the sector it regulates.

During the bill's presentation, Abiru noted that NAICOM, established by the National Insurance Commission Decree of 1997, has played a pivotal role in overseeing insurance companies, brokers, and loss adjusters. He articulated the need for the commission to adapt to current global best practices and regulatory frameworks, stating, “The existing law has become obsolete and fails to address the dynamic needs of our insurance sector.”

The newly passed bill also seeks to bolster the commission's authority by providing protections for its officers against adverse claims while executing their functions. This legislative update is expected to enhance the commission's independence, enabling it to make decisions free from external influences.

Moreover, the bill will empower the IRC to engage more effectively with both domestic and international regulatory bodies. It also includes provisions for issuing guidelines, standards, and directives to relevant stakeholders, ensuring a more cohesive regulatory environment for the insurance sector.

Senator Abiru highlighted the importance of having a Governing Board comprised of individuals with expertise in various fields relevant to insurance, risk management, finance, and corporate governance. The new requirements are designed to ensure that only qualified professionals guide the commission’s policies and regulatory framework.

The renaming marks a significant milestone in Nigeria's efforts to modernize its insurance regulatory framework, aligning it more closely with contemporary industry standards and consumer expectations. The Senate's approval paves the way for the IRC to better serve the interests of policyholders and promote financial stability in the sector.

As the country looks toward a more robust insurance market, stakeholders are hopeful that the changes herald a new era of growth and accountability. The IRC is now positioned to play a crucial role in fostering industry development and protecting consumers in an increasingly complex financial landscape.

In related news, the Senate also discussed various initiatives aimed at enhancing public confidence in the financial sector, underscoring the ongoing commitment to improving governance and regulatory practices.

As the bill moves to the President for final approval, the implications of the renaming and restructuring of NAICOM into the IRC are anticipated to resonate throughout Nigeria's insurance industry for years to come.
